William P. MacCracken, Jr. (1888-1969), first federal regulator of aviation, served as a flight instructor during World War I, and also served on the Chicago Aero Commission and was a member of the board of governors of the National Aeronautical Association (1922-1926) before Herbert Hoover appointed him as the first Assistant Secretary of Commerce for Aeronautics in 1926.
